The projects proposed by a new report from the Regional Planning Association offer a preview of the Fourth Regional Plan, expected for public release in November 2017.

"In an effort to break the gridlock now paralyzing the New York metropolitan area’s political apparatus, the region’s preeminent planning organization on Wednesday proposed building a new bus terminal on Eleventh Avenue and extending a proposed rail tunnel from west of the Hudson River to the other side of the East River," reports Dana Rubinstein.
The Regional Plan Association released the "Crossing the Hudson" report on August 16, 2017, including the projects listed by Rubinstein along with several more. An article by Emily Thenhaus details the rest of the report's recommendations.
According to Rubinstein, the RPA pitched the report as an opportunity to "reset" the discussion—bearing in mind that the Hudson crossing represents a crisis for transit commuters.
The report's release comes just a few months before the expected release of the RPA's Fourth Regional Plan. Additional components of the forthcoming Forth Regional Plan, such as the 4C regional corridors projects, have already been made public.
