"Victims' families said the plans for a memorial were insulting. Architects, by and large, viewed the designs as Kmart sterile. Liberals wondered where the affordable housing was. Conservatives said the whole thing smacks of Soviet state planning and the city would be better off leaving it to the private sector.And the New York Times, which carries enormous influence in such debates, fired one shot after another at the plans and declared icily on its editorial page that this was 'the downtown we don't want.'
