"The compromise, put forward by House Democrats, envisions the creation of a lands-trust fund from which Congress could allocate as much as $1.4 billion each year. The White House, which lent technical support to developing the plan, was hesitant Thursday night to publicly endorse it. But if adopted, the measure would be a major step toward the goals set by President Clinton in his budget."
