The Toronto Waterfront Revitalization Corporation, created in 2001 by all three levels of government, has formulated a compelling vision for Toronto's waterfront. The realization of this vision is supposed to begin this year with the development of a clean, green neighbourhood in the West Don Lands precinct. However, while the corporation has a mandate to plan for the waterfront, it still lacks basic powers of implementation, including the ability to expropriate land and hold mortgages. If these powers are not granted this year, argues this editorial, the corporation should be folded up and the city government should assume the task of implementation, using tools currently at its disposal.
