Can We Afford Urban Growth Boundary Expansion?
The Portland region's urban growth boundary is Metro's most powerful tool for managing growth. A key challenge in using that tool is navigating between the needs of the environment and the economy. Moving too slowly may delay needed economic development while moving too fast could be costly to the environment. Last December the Metro Council approved an 18,638 acre expansion of the boundary. Metro's former Executive Director, Mike Burton, will discuss how that action and how the Council responded to the challenges of the environment and the economy.
