"With frigid temperatures right around the corner, many city leaders now are ready to put into action their winter storm plans," according to Katie Pyzyk. "Preparations start far before the first flake flies, with months of advance planning and budgeting."

Pyzyk samples winter planning efforts in Minneapolis, Baltimore, and Portland, Oregon. For example, Adrienne Barnes, communications director for Baltimore City Department of Transportation, described challenges with maintaining bike infrastructure, in accordance with the city's Complete Streets Policy, during the winter months.
