"The Penn's Landing Principles presented here grew out of those dialogues. Each principle presents a goal that a majority of citizens participating wants to see honored in any plan for the central waterfront. It is important to acknowledge that tensions exist among these principles. No single plan could honor them all equally. But, based on the dialogue at the forums, no plan that ignored any of these principles utterly would earn widespread public support. In fact, if you reflect back on the failed Simon Group plan, you can see that it foundered in part because it ignored principles one and two, and was half-hearted about three, six and seven."
