Smart Growth America recently announced the results of the National Complete Streets Coalition program's ranking of 2013 complete streets programs. To develop the rankings, the National Complete Streets Coalition compared new policy language to ten ideal policy elements (e.g., "all users and modes," "design," and "performance measures").
