Some Florida lawmakers are looking to "full-cost accounting" to measure the true costs of sprawl in the state.

"As Florida debates its future, experts say "full-cost accounting" is a cutting-edge tool to measure the public expense of sprawl - such as expenditures for roads and schools - before it happens. If the measure is adopted by the 2001 Legislature, Florida will likely set trends that reverberate across the booming South and West, where growth and sprawl are major issues. Right now, the path is uncharted. Nowhere in the United States is full-cost accounting used as proposed in Florida. Officials aiming to reform the state's faltering growth-control system say it would open a window into the hidden expenses of each new housing tract, strip mall and town center."
