Gov. Gray Davis signed Bill 329, legislation by state Sen.Steve Peace, D-Chula Vista, that creates an 11 member San Diego RegionalGovernment Efficiency Commission.
The new Commission will draft a planto consolidate six regional agencies or streamline their functions tomake them more effective, which will be put to San Diego County votersfor approval in 2002. The regional agency will look at theresponsibilities of San Diego Association of Governments, the PortDistrict, North County Transit District, Metropolitan Transit, the airquality control board and the border development agency and determinehow to best coordinate their duties so that land-use decisions andtraffic solutions can be effectively established with a regionalperspective.
