The city of Newark is accusing the city of New York of creating the Special One-Time Assistance program to systematical relocate the homeless.

"The city of Newark, New Jersey, filed a federal lawsuit Monday against the city of New York to stop their program of relocating homeless residents to the Newark area," reports Taylor Romine.
"[The lawsuit] claims that the Special One-Time Assistance program, also known as SOTA, had case workers pressure eligible people in shelters to move outside of New York City and didn't effectively check on the conditions of the apartments in which they were placed," adds Romine.
A spokesperson for Mayor Bill de Blasio responded to the lawsuit, saying the claims were the result of income-based discrimination.
"A report released on Thursday by the New York City Department of Investigation echoed some issues raised in the Newark lawsuit," however, according to Romine.
