A video by the Sonoran Institute and the Lincoln Institute of Land Policy explains how the exploratory scenario planning (XSP) helps city planners prepare for an uncertain future.

The video describes XSP as fast, low cost, no tech process, requiring no sophisticated modeling, expert knowledge, or expert staff. XSP allows plans that can adapt as the future unfolds.
