With the county's development patterns matching the criteriaof"conventional suburbia," the report predicted that the region willcontinueto rely heavily on the car. That will lead to worse traffic and airpollution. The report, however, fails to emphatically call forsmart-growthplanning: "The "Smart Growth Case Study," commissioned in September by the Western Riverside Council of Governments, found that development patterns in the county continue to be consistent with 'conventional suburbia,' and that continuing that style of development will add to the region's overreliance on the automobile."
