There is a Caltrans master plan that was developed in 1958. Only 61% of those roads have been built.

Proponents of building some of the originally proposed freeways in southern CA say that this would alleviate some of the current gridlock. Foes say that this is all wishful thinking, and that latent demand would fill up whatever might be built. Expense is also a deterrent to reawakening the 1958 plan.
