There are five options under discussion for extending the Foothill Toll Road south into San Diego County. Federal highway officials will oversee the 18-month environmental study of the proposed toll road and the four other options. Environmentalists say that this is a damaging project. The Transportation Corridor Agencies say that they have done a good job of mitigating damage in the past.
