In the Bay Area, the nation's most expensive housing market, renters faces skyrocketing rents.New legislation will force landlords to notify tenants 60 days in advance for rent increases over 10 percent."Affordable housing advocates applauded the new law, which extends the notice period by 30 days for large rent hikes, but said it doesn't change the Bay Area's shortage of affordable housing or make the task of finding a new place to live any easier."
