Governor Schwarzenegger's $222 billion Strategic Growth Plan was derailed earlier when the legislature failed to agree on a bond package for the June ballot. It now appears that a smaller package will make the ballot in November.
"The breakthrough on the bond deal came from willingness by the Democrats to strip $9 billion in park and environmental spending from the proposal.
A key reason a previous $50 billion bond plan collapsed last month was GOP opposition to the park and other 'green' spending sought by Democrats.
Democrats, for their part, objected to GOP insistence the bond specifically contain money to build new dams. Republicans have dropped that proposal."
