Marc Haefele, columnist and staff writer for the LA Weekly, writes in an LA Times Op-Ed that the people who implement the new charter will decide whether or not it is successful. The four-year process of the City of Los Angeles' charter reform will go into effect on July 1, 2000. One official calls the changes a "new dialgue of authority."
