Reporting for the AP, Tia Goldenberg reports on the year-round congestion problem in Bethlehem, also known as the birthplace of Jesus. To solve the town's congestion, local officials are even considering a plan to tunnel under Manger Square.

The article describes the densely populated town of 28,000, surrounded on three sides by other towns, as experiencing a crisis of traffic congestion. The 260-foot tunnel would cost $4 million to build. The project would be complicated by involvement by the Roman Catholic, Greek Orthodox and Armenian churches, all of which administer the Nativity Church world heritage site adjacent to the proposed project.
