When it comes time for approval by a common council efforts made by these groups might be hindered by red tape. "...people can be short on faith when it comes to city-driven plans. They prefer to take matters into their own hands... Local Initiatives Support Corp., a Buffalo nonprofit funding organization that assists community groups, has spent $150,000 in just the past year helping neighborhood organizations come up with their own long-range improvement plans."
