"This summer, the analysts said they spotted two alarming trends: Washington area residents were driving higher-emissions sport-utility vehicles and light trucks in much larger numbers than anticipated. Worse, the region's sprawl into outer suburbs such as rapidly growing Loudoun was causing vehicles of all types to be driven farther.Both added up to a pollution problem....Usually, the calculations end up in technical reports seen by only a handful of politicians, air quality experts and transportation planners. Now, those estimates could jeopardize billions of dollars in new road and transit projects across the region -- and, suddenly, a lot more people are noticing."
