"Unless something gels soon, civic leaders and downtown landlords say, other companies in Lower Manhattan may join American Express and Lehman Brothers in moving their operations to Midtown, New Jersey or Connecticut, an exodus that would be a devastating blow to the area. They say companies and residential tenants need to be lured back to the area with tax breaks, grants and a plan, with timetables and funding, that inspires confidence in the future of Lower Manhattan."
