The map was drawn last month by the Landmarks Preservation Commission, which designated as a historic district a 10-block area around the great V formed by Broadway and Fifth Avenue, where there has been almost no new construction since the Depression....City planners are trying to accommodate the push for more residential development without upsetting the existing commercial and industrial base..."
