"Promoting the idea that this (climate bill) has a gas tax and increases gas taxes will be deadly effective in defeating this bill," Marc Morano, publisher of the ClimateDepot website and a former Republican Senate staffer, told the subscription-only Energy & Environment news service (CLIMATE: Conservatives aim to sink Kerry-Lieberman bill with 'gas tax' claims (05/13/2010)).

The gas-tax claim stems from the language of the climate bill that would require refiners and importers to pay a fee in order to comply with the CO2 cap-and-trade provisions of the legislation.

Leading the charge on the gas-tax claim is the group American Solutions - a rightist organization chaired by former GOP House Speaker Newt Gingrich - that has been at the forefront of the Republicans' recent messaging strategy on energy policy."
