Cities in California's East Bay regiona are uniting to oppose a state bill that would fine cities that do not plan for affordable housing.

"The proposal by state Sen. Joe Dunn, D-Garden Grove, is excessive and bitterly pits state housing officials against cities doing their best to promote affordable housing in a hyper-inflated real estate market, said planners around the East Bay... Affordable housing advocates counter that the proposed law will correct a flawed system that leaves the state unable to do much to make sure cities and counties draw up legal housing plans."
