"Over the years, Portland, Oregon, and Seattle, Washington, have passed strong growth management laws that have limited new development to compact urban centers and discouraged costly sprawl. These density-prodding measuresalong with hot development markets in the Pacific Northwestproduced a flurry of multifamily building in both cities. In Portland, developers experimented mostly with rowhouse or townhouse development, whereas in Seattle, blockbuster concrete boxes of stacked flats sprang up"
