These density-prodding measuresalong with hot development markets in the Pacific Northwestproduced a flurry of multifamily building in both cities. In Portland, developers experimented mostly with rowhouse or townhouse development, whereas in Seattle, blockbuster concrete boxes of stacked flats sprang up"
