"The U.S. Environmental Protection Agency announced Wednesday strict new rules to cut diesel fuel pollution from trucks and buses by 95 percent starting in 2006, marking the first major clean-air decision by the Bush administration and a big win for environmentalists.The new regulations were first announced in the waning days of the Clinton White House, but were put on hold when President Bush took office on Jan. 20 as part of a general stay on late-term orders approved by the previous administration."
