"Business officials, environmentalists and legislative leaders have known for a long time this was coming. But until now they have failed to come up with a way to extend Superfund, the state's cleanup program. They have disagreed mainly over how the cleanups will be paid for, who is liable, and to what degree the contaminated sites should be cleaned."
