"A homeless Richmond man has filed a lawsuit in federal court against the Richmond Housing Authority, claiming the agency's move last year to close a waiting list to the disabled, but not to seniors, violates state and federal fair housing laws. Leon Victoria, 49, said the housing authority told him several times that the disabled could not get on a waiting list at three Richmond public housing complexes designated as housing for seniors and the disabled."
