Five thousand acres of prime Southern California real estate is declared critical habitat for the gnatcatcher bird and the fairy shrimp.
Land developers are unhappy because of the cost and time delay that the critical habitat designation will cause. Law suits by conservation groups forced the hands of the Fish and Wildlife Service to make the designation for the 500,000 acres. The Department of the Interior states that this will not significantly hamper construction.
