In addition to the cracking twenty-story cement dam, there is another problem to solve. There are 6 million cubic yards of sand and dirt to remove. But when it is all done, in 10 to 40 years, the endangered steelhead trout will have their spawning grounds back and Ventura County beaches will regain sand it has lost.
