Even before it was honored for its well-developed downtown, Pleasanton is helping other cities shape programs to improve their business districts. "There are 38 Main Street programs in California. The program grew in the 1980s out of the National Trust for Historic Preservation, a Washington, D.C.-based group, after the 1970s era of strip malls helped wither many downtown business districts. California is one of 45 states with such a program."
