Planners in New York City are blighted by the “creative torpor” that apparently permeates American urban planning in their vision for the redevelopment of a 40-block area in midtown Manhattan. Nicolai Ouroussoff pans the new zoning guidelines for the site, arguing that they prove that “most American urban planners are incapable of plotting a vast development that still provides a rich and textured experience of the city.”
