As New York Republican Mayor Michael Bromberg gathers support for hisproposed neighborhood-wide zoning changes, which would spur mixed-useand high-density redevelopment in all five boroughs, national economicand social equity experts from the California-based nonprofit PolicyLinkand the Brooklyn-based Pratt Institute Center for Community andEnvironmental Development -- Kalima Rose, Brad Lander and Karoleen Feng-- advise him to use both mandatory and voluntary inclusionary zoning toguarantee affordable housing construction proportional to long-termpopulation growth.

"An inclusionary zoning policy—which would set aside affordable units in new housing developments for low-income and moderate-income residents—could help ease New York City’s housing crisis and chart a new course toward ensuring a diverse, stable housing stock that serves the needs of the all New Yorkers."
