Cities across the country are facing layoffs in their police forces, jail guard shortages, insufficient federal support for homeland security demands, and reductions in services for the most vulnerable populations. Why aren't President Bush or Senator Kerry talking about "the rot that's starting to reestablish itself in America's cities"?
