Through the newly-signed agreement, Boston gets a look at the convoluted operation of the Big Dig parks.
While the Rose Kennedy Greenway will be the crowning achievement of the multi-billion dollar Big Dig transit project, the battles of political ego behind the scenes have left the parks' control in limbo. The newly-created Greenway Conservancy should be the guiding force in the parks' operation; in fact, this is only partially true. The Massachusetts Turnpike Authority will pay for maintenance but does not maintain the park system; the city of Boston does. But the city of Boston answers to the 12-member Greenway Leadership Council which, of course, has nothing to do with the conservancy announced to much fanfare at City Hall.
