State water officials and farmers are joining forces behind a controversial agricultural plan to move wastewater from San Joaquin Valley to the San Francisco delta.
Despite an earlier federal announcement that the plan was dead, the proposal includes components of the "San Luis Drain", a system that would ship waste water from the western side of the San Joaquin Valley to the edge of the Sacramento-San Joaquin River Delta. Constuction of the concrete-coated drain was halted several years ago by Bay Area environmentalists.
