"Since 1985, Justice Helen E. Freedman of the State Supreme Court in Manhattan has presided over litigation brought by the Legal Aid Society on behalf of homeless families with children. Mayors come and go, but Justice Freedman remains the arbiter in endless disputes between the city and its litigious advocates for the homeless. As a result, she has done more to shape city homeless policy than anyone else."
