Assemblyman Higgins has suggested revisiting previously studied plans for a tunnel that would replace the Buffalo Skyway, fine tuning the proposal and start moving the project forward. The 110-foot high elevated roadway that brings Route 5 into downtown Buffalo transverses the waterfront connecting traffic to South Buffalo and the city's southern suburbs.
