"Their schemes run the gamut from the angry to the juvenile: strongly worded notes on windshields warning that cars from out of the neighborhood are unwelcome; letting the air out of unwanted visitors' tires; berating apartment dwellers and other out-of-neighborhood residents who dare park in front of their residences...the parking crush has led to intense squabbles that pit longtime, well-organized residents of single-family homes against newer residents who are overwhelmingly immigrant and can't find parking because apartment complex lots are overflowing."
