"The Masiello administration will ask a federal judge Friday to order bankrupt LTV Steel to clean up its contaminated plant site in South Buffalo and fund a compensation plan for residents of Hickory Woods...Homeowners argue that while it was LTV that contaminated the site, it was City Hall that promoted the development and encouraged home buyers with subsidies."
