Artists have trouble finding suitable and affordable housing.

"Finding that just-right combination of affordable and suitable artists' space in Westchester can be a formidable undertaking. Many low-priced rentals are in dilapidated buildings in run-down areas. Many are too far away from the artists' markets in Manhattan. And when an artist finally discovers space that fits the bill, there is always the worry that others looking for reasonable rentals will also move in, resulting in increased demand and higher rents."
