In December, city officials unveiled a new plan to develop part of Arverne, a $350 million, 2,300-unit housing development called Arverne by the Sea, with a school, a day care center and a small shopping mall... Despite the feeling among many people on the peninsula that the land is jinxed, city and state officials say they are confident that the project will move forward and that the 11- mile Rockaway Peninsula is on the threshold of fundamental change."
