The Orange County Transportation Authority plans to spend $4.6 billion on transit projects over the next 10 years in an effort to head off "complete gridlock." So far, only a wish list has been begun. It includes street and highway improvements, carpool lanes, a 10-to-15-mile light-rail line, increased bus service and expansion of Metrolink. Much of the funding will come from money collected from Measure M, a sales tax assessment in effect until 2002.
