Plans to rework the 12,000 page document in the wake of recent terrorist attacks are underway. New federal security rules mean no more skycaps at curbside, no more private cars and only ticketed passengers moving past safety check points. Opponents of expansion say that they hope the review will kill a lot of the controversial additions to the airport, including a road encircling the airport and new terminals. Proponents of expansion say that the current decrease in travel will be short-lived.
