The mayor of Frederick, MD, "declared a 90-day moratorium on new development, saying city officials need time to determine how to handle future strains on water and sewer capacity in the fast-growing city of 52,000.The moratorium affects proposals for new construction submitted to the city after Tuesday evening, said Rick Weldon, the city's chief operations officer.The announcement was made shortly after officials received preliminary study results that projected the city will have adequate water and sewer capacity for five more years before having to add facilities."Concern about rapid growth has prompted other counties in the region to take similar action.
