"The question posed by the well-organized church campaign is that since land is now very expensive within King County's growth boundary, churches should be allowed to build in areas off limits to other development...If limits are not imposed by a firm set of rules, further development will inevitably poke holes in an already porous growth-management boundary. The result would be a Growth Management Act with enough exceptions to make it hollow as a dead tree. "
