"A federal agency has rejected the city's request for more time to analyze and appeal flood-plain maps that could cost some residents thousands of dollars a year in insurance bills. A preliminary map of the northern part of the city, subject to appeal and revisions, places more than 1,300 homes, about 50 businesses and three schools in a flood zone. Created by a program managed by the Federal Emergency Management Agency, the map illustrates expected flood levels and boundaries, and determines which buildings require flood insurance. The purpose of the routine update is to prepare residents for a 100-year flood -- a flood so large that it has only a 1 percent chance of happening in any given year."
