A senior biologist writes about using CEQA to asess marginal or unprotected wetlands and waters.
"Environmental analyses for projects on undeveloped or relatively underdeveloped land sometimes encounter wetlands or waters (i.e. rivers, lakes, streams, creeks, drainages) issues. Although the larger or more obvious wetland and water features are often assessed for project impacts as required by the California Environmental Quality Act (CEQA), some wetland or water features may be overlooked or inadequately analyzed or mitigated depending on how stringently the thresholds of significance are interpreted."
