The Environmental Defense Center complained to the Army Corps of Engineers that Santa Barbara was violating the Coastal Act by dredging creeks to flush them into the sea. So the city stopped. Now the urban backwaters in Santa Barbara are backed up. One hotelier calls the water next to his luxury hotel, 'sewer lagoon.' The city is applying for permits to resume dredging, but it will take a year.
